Rajasthan University exam time table 2011 declared, but official site goes down

Rajasthan University has declared the exam schedule for its upcoming exam season however students were left baffled when they try to search for the same on the official website of University of Rajasthan. This schedule has been published on www.uniraj.ac.in, and can be checked once the website is up and running as it is down at the moment.

Rajasthan University offers various courses in different streams at the UG and PG level and also accredited with ‘A+’ by National Assessment and Accreditation Council (NAAC), however these kind of technical problems are very common with almost all the premier universities of the country as whenever something big happens like declaration of results or schedule or some important announcements, the servers stop to respond.

We tried to talk to the authorities managing the website however noone was available for the comment. Students are advised to keep checking the site after regular intervals and be pateint.

Govt to recruit 12 lakh more primary teachers

Providing one teacher for every 30 students in schools is proving to be a major challenge with the Right to Education (RTE) Act in place.

Primary education in India, which was so long implemented through the Sarva Siksha Abhiyan (SSA) scheme, has undergone a major shift with the implementation of the RTE. Not only has the teacher pupil ratio changed from 1: 40 to 1: 30, more classrooms need to be built as per the new norms. Last week, the HRD ministry finalised the revised framework for SSA. “ The greatest challenge before us is definitely teacher recruitment,” says an HRD ministry official.

As per the present estimates, 12 lakh teachers need to be recruited by March 30, 2013, to provide for the new teacher pupil requirements. As it is at present, there are about five lakh teacher vacancies across states which are yet to be filled.

This major change in norms is not restricted to the increase in teachers alone. Schools will now need to construct more classrooms, a boundary wall, a playground, separate toilets for girls and boys and provide drinking water facilities.

Moreover, “ access” to schools has now taken on a new meaning altogether. Every habitation now needs to be served with one primary school. “ This will mean that one neighbourhood can have more than one school within a one km radius as per the new norms,” says the HRD official.

The revised SSA norms have, therefore, directed that residential schools or hostel facilities need to be provided for street children in urban areas. In remote and sparsely populated areas, states have to provide transport facilities to take these kids to the nearest available school.

The costs per child have incrementally gone up from Rs. 3,000 to Rs. 6,000 for non- residential courses and from Rs. 10,000 to Rs. 20,000 for residential special training.

As an official intricately involved with the SSA revision process said, “ SSA was primarily geared at getting children to school, the RTE on the other hand is bringing about a sea change with its emphasis on quality and universalisation. We therefore had to align the SSA with RTE as it’s the primary vehicle for implementing the RTE.”

Nothing called a general category for Nursery admission in Delhi Schools

Nursery admission seems to have little room for children belonging to the general category.

Parents woke up to this rude reality on Tuesday as several schools declared their first list of candidates for admission to nursery classes. Results announced by some of the ‘ sought- after’ institutions give the impression that admission is a prerogative of only those who have a sibling in the school or are children of an alumnus.

For instance, all the 77 candidates selected at Delhi Public School- Vasant Vihar branch have scored points either under the sibling or alumni category. Similarly, DPS - East of Kailash has shortlisted 56 candidates and only two of them haven’t qualified under either category.

All children selected under the general category at Mothers’ International School, too, are either of sibling or alumni criterion. Pankaj Gupta, a resident of RK Puram, was confident of his son getting through in Ramjas School in his neighbourhood. But just living in the vicinity of a school, he realised, was not enough.

“ I was scoring 25 points under the neighbourhood category. When I went to check the list, I was shocked to see that all the children who had secured the general seats have done so either under alumni or sibling criteria,” said Gupta. “ Is there no room for people like us?” The number of general seats has shrunk this year because of the 25 per cent reservation for children from economically weaker sections.

To make thing worse, city schools started setting aside a sizeable chunk of seats or giving maximum points for the alumni and sibling categories. The results on Tuesday just corroborated that.

“ The education minister (Arvinder Singh Lovely) announced in December that those who do not qualify under any of the criteria set by the school will also have seats set aside for them. That would have solved our problems,” said a parent who didn’t want to be identified.

It’s not clear if the minister’s announcement wasn’t communicated to the schools or the schools didn’t pay any heed to it.

“ I know a lot of parents who could not secure admission despite applying in 15 schools. They have to keep their children at home,” said Sumit Vohra, founder of an online forum on nursery admission.

Delhi University vice chancellor gets a mouthful & a rare pat at DU meet

It was the first-ever interaction between the vice- chancellor (V-C) and his students in the history of Delhi University (DU). But intriguingly, this session also served as a tacit acknowledgement — by the administration — of all that is seriously wrong with DU. Dinesh Singh assumed charge as the varsity’s new V- C about three months ago.

Monday’s interaction with almost 2,000 students invited from 67 affiliated colleges at DU’s newly constructed indoor stadium was his attempt to understand the problems they faced and seek their feedback to run the institution better.

Emboldened by the liberty to grill the V- C on Monday, the students did not miss the opportunity to make him swallow the bitter pill. They asked him uncomfortable questions that painted a grim picture of the state of affairs in DU. Inadequate infrastructure, outdated syllabi, neglect of physically- challenged students, unsafe college campuses, irresponsible attitude of college faculty — the V- C faced comments and queries on all issues.

“ I am blind and there are no books available in Braille for students like me. How do you expect us to study?” asked a female student of Maharishi Valmiki College of Education amid loud cheers and applause from the audience.

To this, Singh, an alumnus of Imperial College, promised in his immaculate Hindi: “ I am personally embarrassed by how we haven’t been able to do much for the physically challenged students of the university. I am aware of the difficulties faced by them. We have arranged for funds and my team is working on ways to mitigate these problems.” The interaction began on quite a positive note as the V- C announced a number of initiatives to improve the standards of education and student life at DU.

Among the flurry of announcements was one on the completion of the girls’ hostel for undergraduate students at the Dhaka Complex by June. Then there was the initiative to launch the university’s own Facebook page and an online system through which students can interact with the V- C. “ I have noticed that the students feel quite disgruntled by the communication gap or the lack of a proper channel of communication.

To address this problem, we soon launch a common helpline which provide and kind of information related to the university,” Singh said, to a loud cheer from his audience.

Given a chance to air their grievances and establish a direct link with the V- C, students now hope that such sessions become a regular feature. “ I am glad that he’s made an effort to talk to us. But this should not be a one- time affair. We should be able to apprise him regularly of what’s going wrong in our colleges,” said Shalabh, a Physics student.

Delhi University (DU) set to lose its last tech college

Delhi University (DU) risks losing the only engineering college in its domain. After Delhi College of Engineering (DCE), the state government is now considering the upgrade of Netaji Subhas Institute of Technology (NSIT) in Dwarka into a university.

Sources in the directorate of higher education said the government is currently working on a draft bill to upgrade NSIT — an autonomous institution run by the Delhi government and affiliated to DU — to a state university of technical education.

To avoid the resentment and dissent generated when DCE was upgraded into a university, the government is treading cautiously and consulting all the stakeholders before the bill is drafted.

Delhi University vice- chancellor Dinesh Singh, however, said he is not aware of any such plans. “ I haven’t heard anything on this,” he said . However, Anand Prakash, principal secretary of the directorate of training and technical education, confirmed that efforts are on to upgrade NSIT into a university. “ We are in the preliminary stages of the proposal.

We are trying to find the most non– controversial way to upgrade NSIT. We do not want a situation similar to that of DCE,” Prakash said.

DCE was upgraded to Delhi Technological University (DTU) in 2009 after a bill was passed in the state legislative assembly. But students were unhappy with the decision as they felt disassociating from DU could dilute the reputation of the college and affect its brand name.

They staged a protest on March 4 last year where about 500 students took part. Following the demonstration, two students were expelled by the varsity on grounds of indiscipline. Subsequent protests and mass boycott of classes led to a loss of academic days and rescheduling of the semester exams.

Sources hope things would not go the same way with NSIT as it has been seeking the status of a deemed university for nearly a decade now. Formerly known as the Delhi Institute of Technology (DIT), NSIT had its campus at Kashmere Gate till 1997.

The NSIT and DCE shared a common admission procedure and syllabi till the latter was changed into a university. NSIT, like DCE, is among the most sought- after engineering colleges in the country. Sources said the proposal to upgrade NSIT into a university will be placed before the governing body of the college for approval. It will then be sent to the state government.

“ There is no set deadline for the job. It is part of the government’s plan to make Delhi a higher education hub. That’s why it is trying to create a technical university on the lines of foreign universities,” a source in the directorate of training and technical education, said.
